Npower refuse to change prepay meter to fixed as I live in a council flat

Hi
I don't understand why Npower tell me they can't change my meter because of the cost of putting the meter back to a prepay one in case I move out?
Is this right? Anyone else dealt with them on this issue?

Npower don't supply energy to domestic consumers, only to large businesses, so if you ask them they won't be interested in your meter.
If you are a customer of E.ON Next or another of the big suppliers they are quite happy to change a prepayment meter without charge provided the customer has a satisfactory credit history.
It is impossible for energy companies to tell which properties are 'council'. Thanks to right to buy many houses on council estates are privately owned. Sometimes whole estates are now in private hands. By contrast, a friend of mine owns two flats which he rents to the council who put council tenants in them. So although council tenants occupy them and pay rent to the council they are not actually council flats.0
