Green Energy to Shell Energy transfer issues - Help!

Hey guys,
I was a customer with Green Energy until they went bust and the supply was moved to Shell Energy. During the time period that this had happened I had moved out of the home and was in the process of selling it.
The meter reading taken as a last reading from Green was an over estimate of my actual meter reading. I know this because the meter reading sent to me from the Estate Agent when I sold the house in December was lower.
As soon as I moved house, I contacted Shell to give them the final meter reading and have spent the last 4.5 months arguing with them because they refuse to acknowlege my meter reading despite the photo evidence I have provided. They continue to chase me for a completely nonsensical bill.
Shell have told me today (for the first time) that I need to challenge the final meter reading from the administrator of Green. The Green administrators will not deal with consumers and tell me that I should be discussing any issues with Shell.
I am now in a situation where I am owed money for a significant over estimate and Shell can't seem to accept my final meter reading because, and I quote, "I only have one piece of evidence" (a dated photo)!!
Does anyone know who should actually be owning this issue because I am now completely stuck.
The supplier of last resort process is an absolute shambles!!
