Paternity: Is my partner entitled to parental leave and pay?

Hi,
I am due my first baby on 23rd September 2022. We are trying to work out if my partner is eligible for 2 weeks leave and stat pay as he started his job on 13th December 2022. I have tried to count back the qualifying week (15th) before due date and then 26 weeks before that, but I am unclear when each week technically starts and ends and he is really on the cusp!!
According to a website (citation maternity calculator) he would qualify as long as he started by 18th December. Can anyone confirm and tell me how you get to that point please? Even his HR are unsure and having to keep passing him on.

Is there not a calculator on HMRC? https://www.gov.uk/maternity-paternity-calculator
You may not be able to use it exactly for paternity pay because it says a date of birth is needed, however I think that the eligibility for SMP and SPP is the same, so try plugging his start date and your due date in for SMP, see what comes out.Signature removed for peace of mind0 -
