Why oh why has the daily standing charge risen by over 100%

I can understand that energy prices have risen, still can't really understand why we in the UK are paying double the unit cost that French consumers pay. What really gets me is the more than doubling of the daily standing charge, to over 45p per day. How do energy companies justify this? The cables are the same size, nothing has materially changed to warrant this increase.
