I have been trying for hours now to upload a suitable digital photo off my phone .
I have , as far as i can see, done it all correctly , background etc etc but every time i put a photo in it come up with some excuse !!
It is rated " fair " but then its either im not looking at camera or too light , too dark , photo is too similar to background ... I am losing the will to live now .
Any ideas before i travel 10 miles to a photo booth .

You need even light, which can be difficult inside as shadows are cast and despite the hype phones aren't that good at taking the quality of photo needed.I always use a decent camera against a white board and take the photo outside on a bright day.1

As long as the photo looks good to you and you believe it meets the requirements you can submit it anyway. Unless you are way off this is usually good enough for it to go through the process.
As has been mentioned, a plain background behind you, try for natural light and preferably not from one side so it doesn't cast a shadow. Hanging a sheet over a doorframe can work for a plain light background.1 -

I found that I could not get a "satisfactory" photo without using a flash. It seemed like the photo scanning was set up to deal with photos in artificial light.
