Forgot to read the meter...
I haven't submitted a meater reading for ages (and I don't think anybody has come out to read it either)
Obviously it would have been a good idea to submit a reading at the end of last month but I completely forgot about it.
I'm presuming it would still be a good idea to take a reading now?
Will they work out a proportional use from the last reading until now?
Or are they just going to charge me the full amount at the new higher rates if I send one in now?

Yes, they will do it proportional/adjusted for things like expecting higher use in winter than summer. So very worth doing especially if you are now making more effort to cut down on usage than you were previously.
