iPad model A1893 - black screen of death

OH's iPad threw a wobbly a few days ago. While plugged to a mains charger, the screen went to black with white Apple logo, and it wouldn't wake up.
First thing to try was the "hold down power and home buttons" in various timing combinations - hold down both for 10s, or hold down both for 20s, release power button, holding home for 8s longer, etc. etc. No joy
We've tried two third-party "free download" utilities, ReiBoot and Dr-fone - it turns out that these may well be free to download, but once you actually want to USE them, they wil charge you.
I made a fresh install of iTunes on a Win10 PC, made sure it had the latest version, and I've tried both Update and Restore options with the iPad plugged into this PC. Update process fails, prompting to restore, then restore fails, first with Error 9, and later with Error 4013.
Anyone got any other suggestions?
I've been browsing YouTube for solutions, but the vast majority home in on button presses, which have been fruitless so far.

I’m a Mac user , but don’t know if Apple Music is available on windows. If so, may be worth trying that .
Having said that , you’ve done all the things I’d do .
Believe it or not , Apple support is very fast in resolving issues these days.
I’d recommend going into Apple /iPad / support and they’ll phone you and hopefully solve this issue .0 -

The program iMazing, available for MacOS and Windows allows a free trial, and has options for putting a device into DFU mode (last resort!) and getting it back out with an OS reinstall. If the iPad isn't completely done for that should work but you will lose all content. If you've got iCloud backups you'll be able to get that back but not all 3rd part apps use it.
