  • As others have said a cheap CCTV camera with an SD card in it that records motion will serve as a deterrent if people see it and also provide evidence of who is doing it.

    If it's a block with a communal area (sounds like it might be) then go and see what the notice board says inside.

    Often blocks have a trade button between 8-10 or something. If not go when the postie is there or follow someone in

    Aside of the use Google. It's unusual a management company don't have an online presence naming the areas they manage

    Don't do any digging around yourself, waste of your time.
    An earlier poster hinted at it (above Theoretica) . Your vunerable friend needs to contact environmental health and the relevant councillors. Its a health issue and also an attack on a vulnerable person. Environmental Health have a broad range of legal powers, the councillors will support them and encourage the bringing in of other agencies e.g Police.
    You of course may need to take ownership of all and do all the leg work given your friends vulnerable status. Please make sure you have a really good conversation with your partner if only to offer reassurance that she doesn't have to put with this and that help is available. But you need to act.
