Its a health issue and also an attack on a vulnerable person. Environmental Health have a broad range of legal powers, the councillors will support them and encourage the bringing in of other agencies e.g Police.

You of course may need to take ownership of all and do all the leg work given your friends vulnerable status. Please make sure you have a really good conversation with your partner if only to offer reassurance that she doesn't have to put with this and that help is available. But you need to act.
