Eon next change of tariff, odd claim

ok, our fixed with eon next ends soon and we got the email about it. They said we can either get next flex, cost of electric £777, gas £703 or next online v13 cost electric £1048, gas £957. 
They state next online v13 is their cheapest tariff. Anyone spot the flaw in this claim?

    Ofgem requires all energy suppliers to offer their cheapest fixed tariff when customers come to the end of their existing fixes.
    Next Online V13 is their cheapest like-for-like fixed tariff.
    You're correct that the variable tariff is cheaper than Next Online V13 and there's a fair chance it will remain cheaper even when the cap is next revised in October. Most people are expecting an increase of 25-35%, and a 35% increase will get you pretty much the same prices that V13 offers.

    The way its worded it says the second is the cheapest altogether that they can offer and as we have both spotted it isnt. It is all of course estimated usage. Especially for us as the electric meter has been faulty since january and as a result they havent received any readings since. We only discovered this recently. We have a work man coming out at the end of the month.
