exterior grout?

Can anybody recommend a grout for between concrete and tiles that is a bit flexible and long lasting?
Thinking there may be something resin bonded? Thought about using silicon adhesive but it is too soft for foot traffic. Needs to be flexible owing to slight movement at surface changes and it will be prohibitive to sort that!
Hopefully MSE compatible but am expecting it to be expensive!!
Any ideas most welcome.
