Yes, a few years ago they were paying for wall insulation, if I remmeber correctly you did not even need to be a customer and there was no means testing.
They still do so, but only for low income group

The Energy Company Obligation scheme - This required the energy companies to assist vulnerable & low income households reduce their energy consumption. This could be through better insulation and/or more efficient gas boiler & other energy saving measures.The old ECO3 scheme has now expired and details of the ECO4 have yet to be released - https://www.ofgem.gov.uk/environmental-and-social-schemes/energy-company-obligation-eco
