Yes, a few years ago they were paying for wall insulation, if I remmeber correctly you did not even need to be a customer and there was no means testing.
They still do so, but only for low income group

The Energy Company Obligation scheme - This required the energy companies to assist vulnerable & low income households reduce their energy consumption.
