question about residential parking permit

Hi
I looked into getting a residential parking permit.. 
If I don't own  a car but I have a car from somebody that is on permanent loan to me, then what do I do regarding getting a residential parking permit?
I looked into applying but seeing the instructions about applying it looked like they wanted the V5 log book to see that I am the owner. of the car.

    I imagine the council want to avoid a situation where people outside the area get a permit for their car by using a mate who lives in the street.  I know that's not what your're doing but it would be open to that type of abuse otherwise.  I can only suggest you contact the council to see if there will make exceptions for cases like yours, as long as you can supply sufficient proof that the car is on permanent loan to you.

    If the car is on permeant loan why not get the V5 transferred to your name? (The V5 doesn't show ownership).

    Does not the permit parking have a visitor provision? The council does not ask for a copy/view of the V5 for that.
    The best advice has been given by mtc95 Ask the Council - they are the people who say yes or no.

    Does not the permit parking have a visitor provision? The council does not ask for a copy/view of the V5 for that.
    It may not be the same everywhere, but where I live visitor permits are (a) quite expensive and (b) limited to 20 per resident per year. So not really suitable for a car that's going to be kept there semi-permanently.

    We might be different - as we are in Scotland, but our council needs to see V5 or a copy of a lease agreement if it is a leased car. Conditions specify that the car should be registered at the address the permit is being applied for.

    I get one visitor permit that lasts all year. Perhaps OP should check their own council rules.

    The rules are different for every council. Unless the OP tells us where they are, there's not much useful advice we can give. But I would expect any scheme to have rules deterring e.g. commuters from using their pals' permit entitlement. Which is probably why they want the registered keeper to be at the address in question.

    ^^ What does the V5 show then?  What are they looking for with it?

    The V5 shows the registered keeper and includes wording making it clear the registered keeper is not necessarily the owner.

    Most LA's require proof of address (usually 2 utility bills) and the V5, which shows a) the applicant is the registered keeper), and b) that the car is registered at the address where you are applying for the permit.
    If the car is on permanent loan to you then you should already have had the V5 transferred into your name so that you receive all correspondence relating to it at your address, and for insurance purposes.
    No free lunch, and no free laptop ;)
