Hot water cylinder

We are currently looking to replace our old hot water cylinder and had decided on a megaflo.
We have been advised we need an indirect cylinder as we currently have a system boiler, this will replace the old cylinder and tank in the loft.
We want to utilise our excess solar in summer months so fitting an Eddi diverter and prefer upper and lower immersion heaters ( the megaflo also has sensor pockets for temperature which is a bonus)
Heatrae Sadia (Baxi) have now stated that it is against regs to have upper and lower immersion in an indirect cylinder.
Does anybody know why and possibly a suitable alternative please?
