£500 carers thank you bonus

Hello I wonder if anyone are able to help me clarify who pays the 500 carers bonus for working continuously in pandemic without time off , there is 2 phases 1st one is already paid and done with my local MP has stated phase 2 will be rolled out in coming months , for people who have retired , on maternity or moved jobs , I moved carehomes at the end of November 2021, my current employer was not built at the time of pandemic therefore saying our last employer should sort it us out , but the last employer is saying its not for them to sort , I have been in touch with last employer saying how would retired people claim it then ? It seems obvious to me that the last employer would pay it then ?

Please could anyone clarify this please

My local MP has also emailed wakefield council he said its duty bound to be paid ,
