Charity pays mortgage and more.. Need to declare?

Hi, I've been looking at various gov.uk pages but I'm not sure on the answer to this..

If a church was to pay someone's mortgage, household bills, buy food for someone etc.. And continue to do that for quite some time amounting to thousands of pounds of assistance and the person continues to recieve job seeker allowance would this breach any DWP rules if the money recieved was not declared?

    Assuming you are talking about new Style Job Seekers Allowance, it isn't a means tested benefit. 
    However, if the church is doing this as a means of avoiding paying someone a salary in return for work done, then I don't see how that woudl be permitted either by DWP or HMRC....

    There is no work done. It is just a charitable payment.

    ? How so? No work is done. Nothing is exchanged. No tokens are given to redeem at a shop.

    I have to admit, I'm curious what type of charity it is given the amount of things the charity is paying.
