Scottish Government Cost Of Living Award

Does anyone know if the Scottish Governments £150 Cost of Living Award that has been credited to my Dads Council Tax Bill is instead of the £150 Council Tax rebate from the UK Government or do low income households get both ?

Thank You p00hsticks. I thought it must be instead of. Receiving two payments would just have been too good to be true !!
