Tips on removing paper from ceiling

All that is is heavy, embossed wallpaper that's probably been painted over a few times, in fact it looks like there's been lining paper and wallpaper on top of that. The trick is to score the paper, then dampen it with a sponge and you should be able to peel off the outer layer then the underlying brown backing will come off with ease. No real need for wallpaper steamers or going at it with cheap scrapers else you'll end up damaging the underlying plaster/plasterboard, as is evident in your pic.1

You can get a wallpaper scoring tool, which will make lots of perforations in paper without going to deep that you damage the plaster. Then steamer can get through paper and hopefully easier to get paper off.Play with the expectation of winning not the fear of failure. S.Clarke1
