Changing downstairs layout

Hi all,

Had a quote from my builder for the following works to change the layout of my 1950's semi from a seperate kitchen and large living/diner to a seperate living and large kitchen/diner, and blocking up external door. Just wanted to sense check as a second quote was a little more - based in West Yorkshire

- Disconnecting electrics & gas
- Removing existing kitchen & disposing
- Knocking down existing kitchen/diner wall 
- Install 3m RSJ & reboard
- Build 2.9m x 2.3m stud wall, insulate and skim
- Take out existing back door & block up

Total, £7,128, plus materials £9,106

    Does this include Structural Engineer's calculations for the RSJ and Building Control sign-off ?
