Student Maintenance loan changes

My son has a student maintenance loan which needs to renew. He lives away from home in a shared student rented house. His mother and I split 4 years ago and his home is with his mother. His loan was based on the household income of his mother. I am told that the rules have changed and it is based on the income of both parents irrespective of whether they are together- is this right? I need to understand what this means in terms of the impact on his loan.
