If the room isn't satisfactory, the first step is to request a different room.  If that isn't available they will have the opportunity to address any problems with the original room.  If the room still doesn't come up to the expected standard, photograph all the issues and at that point request a refund.  If that is refused the next step would be small claims court.
Only if you don't stay there.
Not exactly, there is the option for loss of enjoyment claims with leisure activities (assuming the hotel is in the UK and/or it's a UK contract, not sure if outside the UK).

How much of a refund do you think you will get for "loss of enjoyment" from a cheap hotel?

They are not a form of entertainment, they are a roof over your head.

I don't think the OP mentioned a price.

My wife and I recently stayed in a cheap hotel, it was part of a couple of days away, for me it's a roof over our head, for my wife she enjoys the idea of being at a hotel. Why did we pick a cheap hotel? We are not that well off and it was a bit of a last minute idea so choice was limited with where we wanted to go. Turned out to be good enough for the price paid, had it been terrible I'm sure my wife would have felt it had a negative effect on the whole experience rather than just the bits where we were in the hotel.

I agree it's probably a cheap hotel, I agree there's probably not much of a claim but your post implied a direct statement that there's no entitlement any refund if you decide to stay, which isn't correct.
