Why not? Quite a few do for waste collection. But it doesn't affect the householders' rights either way.Deleted_User said:

I'm pretty certain ours is outsourced to a private contractor. That's why the council has officers monitoring contract performance.
(Haven't these sort of services been subject to tender since the late 80s?)1 -
Lots of councils outsource various services. Having employees on their books, owning the vehicles and depots etc all costs money if it's in-house.Deleted_User said:

My local council has this on their website: 'During strike action there are legal restrictions on what we can do to cover the work of people who are on strike. We are not permitted to cover their work using agency staff, for example.'

That's a slightly different matter, though. Your council can't rapidly outsource to cover industrial action.
