Appealing/requesting extension of double yellows on a road?

Who do you go to? I'm going to guess the council here but will there be a specific department within the council or if you were going to do this, would you just find your local councils site & just fire off the email to whatever is on their contacts page?

To go a little further on it - would you expect to be able to request anonymously, maybe via a form or just not your email address or would you expect this sort of thing to have to have you declaring who you are & why you're requesting it?
Obvious reason I'd like to remain anonymous on it - not everyone is going to be for it & i'd rather no direct backlash. The house at the end of the street for example has all their buddies parking right where the double yellows would need to be extended to.

Reason for the request - cul-de-sac & there's an identical cul-de-sac on the street along which has double yellows which run a good bit further down the street than ours do.
Problem on ours is they're quite short & so you have everyone parking right on the mouth of the junction which can cause problems getting in & coming out. Depending on how some folk park & the layout of everything, you may not always see a car coming out as you're wanting to come in.
So would just want it to match the street one down.

    It might vary by council ... for example in South Glos. it is the Department for Environment and Community Services.

    Maybe try a search for which department in <name of council> is responsible for double yellow lines on roads?

    It's usually the Highways 'Department', although the Highways Service in the council i work for is part of the City Development Department, but still called highways. Good bet is to try emailing highways@xxxxx.gov.uk and see if it bounces back. (xxxx replaced by your council name).

    A request by you is not going to get very far - there is a procedure to go through before such things can happen. Consultation with Road Safety - A traffic Control Order  which would have to be advertised to which people could object and even if you managed to jump through all the hoops it will take a long time.  A simple request for a mirror to be placed at the end of a road by a school took 3 years and everybody was supporting it.
    Talk with your local Councillor first.
