Admit you are the hirer and explain what happened when you tried to appeal. Tell them to treat this as a formal complaint for failure to allow a hirer to appeal to IAS, as is their right once they get a Notice to Hirer and a rejection letter.
Ask if they want to hear from your MP and tell them you will be complaining to the IPC about this failure to allow a hirer to appeal to IAS, and to their client, the site landholder, about this harassment by their rogue agents.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Firstly not sure what 'proof' i could send as this is insurance related without inadvertently possibly naming the driver. What about their POFA stance is this correct ? They have been asked about a first letter but not responded just resent that overdue letter addressed to the lease company 5 weeks after the the event. As for appeal i have sent a written appeal to them and on the back of their letter is some info about IAS.

Write to the hire/lease company that you were not the driver, instruct them to amend their records, and to send a rectification notice to SIP that you were not the driver, but were the hirer/lessee at the material time.
Warn them that if they fail to do this, they will remain liable for the charge as the registered keeper.
Write to SIP and deny that you were the driver. They must either cancel the charge or accept your appeal as hirer/lessee, and allow you to make an IAS appeal.
Complain to the landowner.
Complain to your MP.
