LCS Debt Recovery pursuing me for DVLA related fine... ignore?

I know these guys have been discussed on here before, but I wanted to check the best approach in my case...
They sent me a letter about an £80 DVLA penalty. They were very vague about the nature of it, eventually managed to establish that it was a DVLA fine:

They sent me a letter about an £80 DVLA penalty. They were very vague about the nature of it, eventually managed to establish that it was a DVLA fine:
"This debt is regarding failure to retax or SORN (when you take a vehicle \'off the road\' and you want to stop taxing and insuring it) vehicle XXXXXXXX
DVLA have confirmed the date of offence as XXXXX and as this account with DVLA reached 77 days with no payment it has now been passed to LCS to handle."
What happened was, I moved house and updated my address on everything except my blinkin V5C... I found this out when I went out to drive the car one morning in Januray and it was clamped! So I immediately taxed the car (didn't even cost anything), paid to have it unclamped (£100), and updated the V5C, cursing all the while.
So the 2 questions are:
1) is the unclamping fee the same as, or separate from, the DVLA fee? The guy said it was all paid up when I paid for the unclamping - so should I tell LCS that?
2) do they have any real teeth or jurisdiction anyway, should I just ignore them completely?
Would be grateful for any advice.

As above, really.This is somewhat different to the usual private parking "fines/invoices" that people often query. This is a genuine DVLA fine, ignore at your peril.0
