PCN in Parking Zone - Appeal on Entry & Exit signs?

PCN issued:  contravention 12 - Parked in a residents' or shared use parking place or zone without a valid virtual permit or clearly displaying a valid physical permit or voucher or pay and display ticket issued for that place where required, or without payment of the parking.

Last week I got a PCN in a parking zone whilst I was parked.  I had no idea I was in a parking zone and no signs were present in the vicinity of the spot where I parked, not any road markings.  I only later discovered I was a parking zone.  I had not noticed the sign below entering the parking zone as its quite small and to me doesn't indicate a parking zone.  Moreover, the location where I parked is some 500m away from this sign and on a side road and quite a few streets/turns away.




I am trying to formulate an appeal.  According to the TSRGD 2002 (see below) this sign doesn't seem to comply with a sign from clause (a)(ii) below (which I presume is dictates that I was in a zone as no street signage was present).

A Controlled Parking Zone is defined by The Traffic Signs Regulations and General Directions 2002 ("TSRGD 2002") which states:
"controlled parking zone" means either -
      (a) an area -
            (i) in which, except where parking places have been provided, every road has been marked with one or more of the road markings shown in diagrams 1017, 1018.1, 1019 and 1020.1; and
            (ii) into which each entrance for vehicular traffic has been indicated by the sign shown in diagram 663 or 663.1; or
      (b) an area -
            (i) in which at least one of the signs shown in diagram 640.2A has been placed on each side of every road; and
            (ii) into which each entrance for vehicular traffic has been indicated by the sign shown in diagram 665;

Also, there where I eventually exited the zone there is no Zone End signage but the sign below (there is an Entry sign stating 'Permit holders only parking beyond this point).

Do I have any grounds for an appeal ????

    As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering and post a new thread; here's your link:


    Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.

    Ask pepipoo experts if this is the right contravention code because I think it isn't:
    contravention 12 - Parked in a residents' or shared use parking place or zone without a valid virtual permit or clearly displaying a valid physical permit or voucher or pay and display ticket issued for that place where required, or without payment of the parking.

    I think it should be parked in a permit place without a permit but could be wrong!
