Balance Transfer offer query

Hoping someone can help. I wanted to take advantage of a 0% balance transfer offer sent to me by M&S bank (HSBC) The offer was sent for a card I already had a small balance left on (0% purchases offer). I decided to clear this balance to take advantage of the balance transfer offer for another 20 months. Since clearing this balance the 0% balance transfer offer has disappeared on my online account (however I still have the letter they sent of this offer).
ARE THE BANK OBLIGATED TO UPHOLD THIS OFFER BEFORE I HAVE APPLIED FOR THE BALANCE TRANSFER OR HAVE THEY JUST SCREWED MY (BECAUSE I KNOW THEY WOULD HAVE CHARGED EXTRA INTEREST IF THE PURCHASE OFFER BALANCE WASN'T CLEARED IN FULL BY THE OFFER END)
Can I go to the FCA if they don't uphold this offer?

Have you contacted them to ask if the offer is still available?

No, they're not obliged to uphold the offer. They also won't screw you by charging 'extra interest' - you are only charged interest on the outstanding balance at any given point.

The FCA don't deal with customer complaints and FOS won't overturn a commercial decision.

However, as above, you should speak to them directly to see if an offer is available.
