VAT on plant hire

I recently hired a digger with a driver to do some work on my property. The work was done in March, and they just billed me today with VAT charged at 20%. Would I be right to request it reduced to 12.5% as the work was completed in March or am I on a hiding to nothing? The bill came in several hundred over quote and I have asked for a breakdown.

VAT is applicable at the date of invoice, so if the VAT rate today (1st April) is 20%, then 20% applies.0 -
There were some activities vat reduced to 12.5% but plant hire was not one of them.0
