Help for energy costs vis rates rebate
I look after the financial affairs of a young man with learning difficulties living in a supported house. His income and situation entitles him to a full rates rebate. Is he able to claim the £150 support towards energy costs which is being paid as a rates rebate?

It sounds as though he is paying Council Tax. Is the property in Bands A-D.?

As long as the person is registered with the local authority as the council tax payer, even though they may benefit from a 100% relief, they will be entitled to the £150 cost of living payment. Most councils intend to use the bank details used for paying the council tax in order to make the payment, but if someone does not have any bank details registered with the council for that purpose, they will use an alternative method. If you are a court appointed Deputy or an Attorney no doubt you can deal with the local authority to ensure the young man receives his payment.
