Only concierge is allowed to check electric meter

I live in a large apartment complex and don't have access to my electric meter, I need to call up the concierge and ask him to check it for me and then he leaves a note in my mailbox.
I have asked if I could go with him and see it so that I can get a photo for my records, but have been told I'm not allowed, and that the concierge can email me a photo.
Is this legal? I don't see why it's an issue for me to see the reading myself?
