Fixed tariff meter reading

Is it necessary to read the meters today if you are on a fixed tariff? I have smart meters so I'm guessing not but my mother, also on a fixed tariff, has dumb meters.

But not today as most of the Suppliers websites/apps are slow/down as everyone on the SVR are trying to submit readings.

No, I appreciate that, I just thought that as the rate per kWh is fixed until the end of the fix it may not be necessary to submit a reading.

Not necessary today if you are on a fixed rate as you'll be on the same rate tomorrow and next week til whenever. No need to be submitting or even checking the specific reading today as the price tomorrow will be no different, and no need to ever submit a reading if your smart meter is correctly doing so automatically.
I would still take periodic meter readings for your own records and to monitor for yourself what your usage is. Getting into the habit of doing so something like at the start of each month would not be a bad idea, and the data will be helpful for assessing options at the point your fix ends.1 -
