They used to make fanless motherboards. They were normal size so the CPU was generally poor. Now they have fanless cases which are very metal heavy and expensive. They can accommodate quality CPUs but tend to be expensive cases. I made a few mini ITX systems whose only fan was on the CPU. So I used Noctuas. Only about £30. It hangs on the back of the monitor so it's impossible to hear from the front. I guess it's not silent but you have to put your ear next to it to hear anything.

eBay has loads of used, refurbished office machines, but as a "for instance", this one is almost identical to the one I got for £45 or so ....
Just to clarify. This was the silent PC which I felt had a CPU which wasn't quite adequate.

I got a used fanless base unit from an eBayer recently, I'll PM you the user ID if you want. There's loads of others selling this stuff on eBay. £45.

It's a refurbished ex-office machine, totally silent with no fans, the only thing you would miss would be the optical drive, but you could get a portable USB one to plug in when required.

Also got a larger standard ex-office base unit with internal fans, drive spaces, optical drive bay, etc. from Stone Refurb.  £50

You can determine how much hard drive space you need from current machine, just look with File Explorer. If you're doing basic stuff, then basic specs will do. Doesn't need to be anything fancy.

Windows 10 machine would do fine for what you describe. You won't need Windows 11.
    Hello,

Can you please send me the proven ebayer too?

    Thanks
