Getting an isp address

A friend of mine had some trouble a while ago with people using social media to be abusive.  It did die down for a while and now it has started up again.  She has no social media now but this person contacts people she knows.   
How do you go about obtaining the isp address of a profile?  I am not sure whether this person posts from their own address or goes to something like a Starbucks to log into their WiFi?  Would that make a difference?  Would an external WiFi for something like a cafe be logged onto their device and traceable?

You don't.   Not without a court order anyway.

Don't bother with the technicals of this, if someone is being abused then get the authorities involved. If it's serious then contact the police.

So presumably the 'people she knows' are passing on the abuse?

Are these people friends or just !!!!!! stirrers?

Suggest to them to NOT pass on the messages. especially if they are abusive.

If she wants to track them down herself, she'll need what is called a "Norwich Pharmacal order" which she'll have to apply to a court for.  The police would have to do the same if they were investigating this for possible criminal offences.

Basically she either goes to the police or a solicitor.

You probably mean IP address rather than isp address, and the IP address is probably not going to help you much on its own, because the owner of that address (probably an ISP) won't tell you which customer it is allocated to without another court order.

My IP address will change automatically every 10 minutes if I so wish.
