Another Fence Post

Hello, I'm in a bit of a situation with the owner of the house next door. Last May, I decided I'd had enough of the ivy killing the conifers that run along our boundary on my land and wanted to get rid of them, as they were an eyesore. Before I got any quotes, I mentioned to the owner (who does not live there, it is rented) that all would be left is a small picket fence with missing sections and that this would need replacing. Next-door also run some sort of nursery, and she claimed she would need a proper barrier if the conifers were to be removed. I communicated all this to the owner and said I would get a quote from a landscaper. I had roughly 4 or 5 quotes, and decided to go with a firm who was most cost-effective. I also employed him to do some other works on my garden not related to the fence.
I sent several messages to the owner, explaining my plan, and asked if he would contribute half of the material costs of the fence, and I would pay the other half plus the labour as I was taking the conifers down on my land exposing the picket fence. He replied to me asking for an amount it would be, and having spoke to the landscaper to work out just the material costs for that part of the job, communicated this to him on text. He confirmed he was happy with the arrangement. I thought, great, I went ahead and got it done, and confirmed to him via pictures on text it was finished. I reminded him the amount and asked when he would be able to sort the payment out.
We're now almost 12 months on, and he still hasn't sent me anything, having asked for my card details twice. I try to call him, just to try to come to some agreement, but he never answers and now doesn't reply to my messages. Is there anything I can do?

You have emails showing that he accepted the sharing of the cost? CoolSend one more email giving him one week (provide an actual date) for him to honour the agreement or else you'll remove the fence and sell it off to recoup your costs. It might also be worth mentioning to the tenant what's been happening with the owner, and what your ultimatum is. Tell them they 'may' need to be prepared to put up their own fence very soon...0
