Heathrow drop off charge for late payment

Dear Experts,
Sadly i did not come here before appealing as shown below to ACPOA.
Appeal dismissed. Is there still scope to appeal to POPLA on the driver grounds?
Dear team, This is a relatively new process that is taking time to become accustomed to, I use both trains
Buses and occasionally get dropped off at the airport.
On the 5th I was travelling with a large disabled group to take them skiing. I fully intended to submit
payment before flying, but, became distracted with dealing with the disability group who needed extra
support where I had to support them at the airport. Ski Inclusive are the Charity i was supporting, with
onward travel to hotel Kamelia in Pamporovo Bulgaria. I had to take out wheel chair suitable 'sit ski's' as i
was intending on travelling by train. As can be seen by the attached confirmation of the additional baggage
allowance. This is arranged directly with BA customer service by Vic Rollinson the director of the charity.
You are only able to access this service for special groups.
Once at resort I was unable to access wifi and again got involved with supporting the disabled group.
I had tried to access the site within the remaining 24hr period but the wifi was poor and the 3G not suitable.
I woke in the night realising i had still not managed to pay the drop off fee and due to low useage /time of
night i was able to access a Wifi with a signal sufficiently strong to pay online. See ref payment ID (provided to appeal and receipt for payment made 1 day late)
You will note this is a short delay on your advertised timings. I trust you will act with all reasonableness and note the unusual circumstances of
being in the Mountains where signals are often not as strong whilst supporting a disability ski group. I do
hope that it will be realised that there was no intention to avoid payment and that payment was made as
required and that the current penalty notice be withdrawn. Thank you for your empathethic review when
considering this appeal.

No point appealing to popla as you will lose at this site as a "driver"

That isn't how to appeal to this rogue industry.
They are not fair nor empathetic. In the main they are pathetic and money-grabbing. Next time come here first but at least it's not going anywhere, so you got lucky.
Ignore them because you've blown your 100% win at POPLA (that you had a keeper) and it's only APCOA.

Hi Chaps, Thanks for the responses.However i have not made clear, i was not the driver nor have i alluded to being so. i have neither named the driver or admitted to being so. Does that change anything.The £40 reduced fine is still shown as outstanding.!I shall do the research first next time!. Grateful for final thoughts.0

You won't be paying anything so stop eyeing how much it is. Not relevant.
It looks to us like that's an obvious 'I was the driver' appeal but hey, you may as well try POPLA by copying another APCOA Airport one. We win them as long as POPLA don't reckon you have admitted to driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
