Gas engineer not registering boiler with local authority

Had a bit of a nightmare getting a boiler installed. Initially the engineer skipped a lot of things he was supposed to do so I ended up complaining to Gas Safe. They came out and put a list of things together that the guy had to correct.
Now to be fair, the original engineer did agree to come back and did everything that was needed -except- for the 'notifying local authority' part. He's said to me he can't do this because he's having constant problems logging in to their website to register it. However this has been going on for over 5 weeks and I'm supposed to be selling my house soon. Every time I ask the guy, he says that the login details they've given him don't work but then he says he's too busy to sit on hold with them.
Is there any alternative way for me (or him) to get this registered? Or am I going to have to complain again about the guy and hope that makes him take it more seriously?

Have a look at this link which says he notifies Building Control via Gas Safe. I'd give GS a call as it is their system he says he cannot use

You don't need to supply any type of boiler certification in order to sell the property.
I'd suggest that you say that you will be reporting him to Gas Safe again he does not complete the registration, without which your warranty will be void.No free lunch, and no free laptop

Hmm ok, I must have misread something somewhere then, because I was sure I'd read something before that said it would show up in the searches the solicitors do during the conveyancing if it's not been registered.macman said:You don't need to supply any type of boiler certification in order to sell the property.

Anyway, after I posted this earlier, I asked the engineer to tell me exactly what error message he was getting when trying to login (since I actually work in tech support in my company so wondered if he was doing something obvious that was stopping him logging in to the GS register). He then responded by sending me his login details that GS had sent him when they reset his account, and told me to try if I didn't believe him. So I tried, and I logged in first attempt. I reckon he was typing in his username or password incorrectly, since I noticed in his texts back to me, he was making a typo in every other word he wrote.
So he is now going to come back to my house tomorrow, and he's going to register it here from my PC. So hopefully he'll keep his word and it'll be sorted in the morning!6 -

When you sell your house the Property information form sent from the buyer’s conveyancer will ask if the house has central heating, and Ask for a copy of the completion certificate.The application and it’s status will be searchable on the council website.1 -
The regulations say that he has 30 days to register the installation so it looks like that has been missed0
