    Alternatively it means the OP doesn't need to increase the £50 to the current level of energy bills. If the average 54% was applied then they'd be looking at increasing to over £75.

    I see this so called rebate as a nice bonus, nothing more. It’s not going to touch the sides of most peoples inflated living costs. It will pay for a years Spotify sub and a few beers.
    Would sooner have £150 than not have it though.

    Local councils are being used as a vehicle to distribute the money, it’s not actually anything to do with council tax. The gov have just called it that.

    My tuppence worth...

    If the rent you are charging them includes all bills then you should be looking to increase the rent given the significant energy price increases. Unless you are still on a long term fix that means your energy costs are not shooting up? Assuming not I'd personally suggest doing some sums to work out an appropriate rent increase, and then split the £150 payment 50:50 with your lodger.
