I arranged to cash some in after the next draw, but now do not want to, is there a facility to cancel or do I have to now cash in and then buy again?

If there's no obvious way of doing this on the website, then I would give them a call but be prepared for a long wait and a lot of security questions. Whether you can cancel an instruction like that might depend on how far the cashing-in process has got - my instinct would be that you can't but I don't know for sure.

https://www.nsandi.com/files/asset/pdf/premium-bonds-brochure.pdf suggests you should be able to cancel until tomorrow:
You can request in advance that we cash in your Premium Bonds after the next draw. If so, you’ll be able to change or cancel your request until the day before the last two working days of the month.
Otherwise you cannot stop or change an instruction to cash in.

Easiest to rebuy I suspect. Systems aren’t geared for people changing their minds. Not that’s it’s likely to be a common occurrence.0
