Venting the cavity with air bricks went out many years ago. It was found to cause cold spots on the inner skin.3

Have you actually seen water and if there's a pool does it rise/fall (eg with rainfall) or stay pretty much the same - you mention water but later you just mention black mould? If there is water is it clear or does it smell? It could be ground water finding it's way to yours through the path of least resistance from beyond your property or it could be a leaking drain or leaking water pipe somewhere nearby and the water gravitates to yours.If a pool of water I've had a similar problem in past and the council's Environmental Health came round though the same function might come under water provider these days as the law's changed since. They asked water co. to check for leaks. They put fluorescein dye down different possible sources (WC, rainwater gullies, road gullies etc) one at a time and then neighbours' houses each time waiting a few days inbetween before checking if any dye had come through to under my floor.. Problem turned out to be a broken drain under my neighbours yard and it was excavated and replaced.
