With the recent big increase of standing charges by power companies I did read that they plan to be more proactive in making the security of network a priority, they might be more open to helping in situations like this.

Not sure about your area, but here (NE) the electric board come round once ever 3-5 years checking on trees near their lines. If it is near, they will either trim it back, or if you agree, fell it for free.
