So planning have been out and measured the building which complies with the current planning consent. They didn't build what was planned internally so are looking to get new planning agreed for a change of use and internal changes but the building is staying the same size. Forgive me here but I just don't get what the issue is, same size building different use but still the same size building, nope still cant work out why the is a problem2

Complete change from the consented development and planning relates to more than building dimensions (or I could open a nightclub in my garage).
Many authorities are making enforcement actions, and we will continue the pressure. Brighton is stag/hen central and I don't fancy a party house next door thank you.1 -

You shouldn't apply for planning consent for one type of use, then quietly build/convert for something else entirely.A building which is ancillary to an existing domestic dwelling (what the consent was for) has a different effect on neighbours and the neighbourhood compared to a building which is capable of use as an independent dwelling. The inclusion of additional window(s) being an example. I can understand why the OP is unhappy, and in the same situation I would have done the same thing.4
