The consumer council have just got back to me and the PCN has been cancelled!!!
Thanks again to everyone who got in touch.
For anyone in Northern Ireland who comes across this post. Get in touch with the consumer council if you find yourself in a similar situation. The representative i spoke with on the phone explained that they get most of these cancelled. Ignore the debt recovery letter.8 -

The Consumer council asked the right question ... " does the PPC know who the driver is and if not, forever hold your peace"
When the PPC cancels, it does not let DCBL off the hook because DCBL should know about NI, or they should do ?, yet continue to scare people and add fake charges.
YOUR MP SHOULD BE REPORTING DCBL TO THE SRA1 -

Seriously, this could well happen again so for your sake and those in NI, make sure your MP knows all about the fake DCBL letters1 -

DCBL have sent another letter threatening a CCJ if i don’t pay, even though the PCN has been cancelled….

Forward the DCBL letter to the Consumer Council and let them blast DCBL.
Also to your MP
DCBL know NI is a waste of space for them so just let them huff and puff and waste their money2
