Excel and their ticketless machines

I am trying to get my head around this as there are several posters with the same issues plus a number of comments on a local petition.
There seems to be a number of PCN's issued by Excel's ticketless machines and monitored by ANPR where the driver has paid yet a PCN for £100.00 is issued. I am assuming that the there is an issue with the matching of the registration number input by the driver and the ANPR. The drivers of these cars are adamant that they have paid and there is no reason to disbelieve them.
Regarding these claims I think that the recipient of the claim should be demanding to see the audit trail from the ticket machine. They surely should be able to match up these records if only one or two digits out and certainly should not be sending out PCN's for £100.00.

"My friend was put through hell dealing with this company. She has 4 children and no spare cash. She genuinely believed she had paid for her parking with no proof to say she had. This company is disgusting and robbing people blind. Shame on you."

From petition. Thats a good point. Why would anyone not pay when there is an ANPR?
"I paid a £1 in cash and it does not issue tickets (found out now by word of mouth that it you press green button it will issue a receipt but it doesn't say that on the notice board) they are now sending me County Court threats, I appealed but because I can't prove it the appeal got thrown out,so now the fine is at £120 and I'm still not paying it. I know there are cameras in the car park so why would I have risked being fined"

"I received a fine from a month ago and I still have my ticket as proof I paid. The ticket clearly states their car park clock times are out by several hours. Complete scam - disgraceful company to be running our Lichfield car parks."

"My niece received 4 tickets, even though she had paid. The automated fine system had been configured incorrectly. Many of her colleagues paid fines unnecessarily. It look many letters and appeals to resolve. I attempted to use the parking a few weeks ago and would not accept my card had to find alternative parking."
There are many comments in relation to blue badges and the car parks were previously run by the council so there was confusion when the car parks changed to Excel and many BB holders fell foul. These are people who are possibly on low incomes.

Lots of threads on here where the registration logs have been requested. In cases with known issues, the maintenance log may also be relevant.
Note that:
1. The logs won't be provided with a FOI
2. They may try to suggest that a list of registrations is personal data. It is not. The element which causes a reg to become personal is the linking of the identifier to an individual. So a list of registrations present at the material time can easily be supplied. Indeed the anonymity is the point of a registration, otherwise we could just display a name on our cars.8 -

They can claim for whatever they like.
As I understand it (and at present) only one has a suggested reduction for minor keying errors. The IPC does not.
If as suggested above, the time entry system is incorrect, that creates an overstay trap when no receipt is generated. That's a defective system and should carry costs penalties to the ppc if proven on balance of probabilities.4
