I wonder if anyone could help. I had a meet and greet service who I was due to meet in the short stay car park at T3. At the last minute they told me to go to the drop off and I didn't even see the signs. I got stung with PCN and the meet and greet service are saying it's my problem (pretty rudely tbh). So I wrote to APCOA and got this back:
Hello,
Thank you for your email.
Whilst we appreciate you might not have been driving your vehicle at the time of the visit into the drop off zone, the registered keeper remains liable for any Parking Charge Notices (PCNs) unless there is a valid hire agreement in place. However, if you could provide us with the full name and address of the driver using the procedure below, we can resubmit the notice to them instead.
To submit an appeal for a Parking Charge Notice, please visit (bla bla bla, not allowed to post the link on this chat!)
Once logged in with your PCN reference number and Vehicle Registration Number (VRN), select “Appeal” at the bottom of the page. From here, you can choose the reason for your challenge.
Select “I was not the Registered Keeper/Driver at the time of the contravention.”
You are then presented with a list of options. Next to the option stating, “I was not the driver at the time of alleged contravention,” you have the option to enter the details of the driver in charge of the vehicle.
If you have any further queries, please do not hesitate to contact us.

Can I challenge this? It says they're part of BPA at the bottom of the initial PCN so not sure I can. Any advice would be great. Thanks a lot. Must be a template letter someone has.

Really sorry. There's just too much information for me to follow clearly. My fault I know. I have received the above reply following my letter (below) so do I forget about it now? Just need some clear, simple advice. Then I'll go away!
Dear Apcoa Parking
I refer to PCN (Removed by Forum Team)
I have considered the offer to make payment for a PCN laid against myself as the registered keeper of the vehicle concerned.
A bye-law contravention cannot be laid against the registered keeper of a vehicle, and the issue of a PCN under the Protection of Freedoms Act 2012 also fails to invoke keeper liability for an event taking place on non relevant land, ie an area covered by bye-laws. Bye-laws are applicable to the actual driver of the vehicle and as I was not the driver I have no part to play in this matter so your offer is meaningless to myself.
As I have declined the offer to make payment to avoid a bye-law case being sent to a magistrates court I invite you now to close this matter, or to take action against the actual driver of the vehicle at that time, should the identity be known to you.
You now have no further use of my personal details so I demand that you remove my details from your records under S.10 of the Data Protection Act, and inform me of that within 14 days from the date of this letter.
Further use will be deemed to be a breach of the DPA and an action for damages may taken accordingly.

You have left your PCN number and name showing. An unscrupulous person or persons unknown could do you an awful lot of damage with that information.
I have reported that post because it contains personal information.
You should do the same, and also ask a board guide (soolin or savvy) to delete it.

Ignore APCOA's reply.
They should have accepted your response to the NTK as an appeal, and should either cancel or issue a PoPLA code. This assumes you are the registered keeper and the NTK is in your name. I say this because you have not explained in your first post if this is the case, but have confused the issue by mentioned a meet and greet service.
