I emailed both info@stoswaldsrp.co.uk and heretohelp@gloucester.gov.uk. Heretohelp were no help - just a generic referral to the agent NGSL.
However, I had success with info@stoswaldsrp.co.uk. My PCN from NGSL was for overstaying the 3hr time limit. I explained that I was a genuine customer and had stayed on waiting for my partner to finish her hospital appointment. I received a very long reply from the 'senior destination manger' for the council. Interesting extracts:

I have contacted NSGL today to confirm details of your stay. They confirmed your stay and that you hadn’t appealed the ticket. Given the information you provided, they would have taken the circumstances into consideration and the PCN would have been cancelled anyway. NSGL did confirm to me earlier that from the appeals they receive, around 70% are granted and the ticket is cancelled. Should you come across any issues in the future, please do have some faith in the appeals process. It is a very simple procedure, makes things a lot quicker and involves fewer people.
Please do not be put off from using St Oswald’s in future. The systems in place are only there to protect blatant abuse, and we do operate a fair system for those that have issues.

I confess I'm still sceptical that NGSL would have been quite so warm in response to my appeal, but anyway some humanity shown from the council.

But OMG. if the landowner believes this, they'll believe anything:

NO PARKING FIRM DOES THAT.
Also, if that was their business model (I mean come on Mr landowner, engage your brain) it shows a scattergun 'ticketing like confetti' approach.
What on earth makes him think that's true or remotely acceptable? This line below, he's lifted directly from the PPC:

The PPC are having a laugh at the landowner's expense so that he stays deluded, thinks they actually cancel 70% on appeal (which he can't check but they know he'll never ask anyway) and meekly renews the contract.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
