Can a person have a stairlift fitted without the Owners/Landlords consent?
I think not my friend thinks yes.

No, you need to get permission before doing anything and this includes grab rails etc etc.

No. And at the very least, it's just pure courtesy to ask a landlord.
If it's a council rented property, then a stairlift could be fitted at no cost to the tenant, per this article from Which -
