Council Car Park - unaware of parking fine

Hi, today in the post I received a ‘notice to owner’ notifying me that I have a parking fine unpaid from over a month ago.  I was completely unaware I had even received a ticket.

I use this car park almost daily for work and have received a ticket here previously where I forgot to update my new reg on my parking app when paying. I had a very sticky plastic yellow wallet with the fine inside stuck to my windscreen.

On this occasion I had forgotten to pay for a ticket and realised my mistake at lunch time and immediately put one on using the parking app. Stupid I know, my mistake so would pay the fine if I had a ticket. I remember getting back to the car and thinking phew, I don’t have a ticket. 

My question is where do I stand as there was nothing on my car, so I had no idea I had received a ticket and would have paid it straight away had I of done. Now they are asking for triple the amount, £75 as it is now outside of 28 days.

Any advice would be greatly appreciated.

    Who issued the parking ticket?

    Hi Half_way it was a council car park and issued by them I assume as that is what the NTO says?

    Hi - the question was asked for a reason ... who specifically issued the parking ticket please?

    Hi Jenni, the NTO has been sent from East Hampshire District Council instructing payment to parksafe.org.uk.

    In which case it's a real penalty rather than simply an invoice. You'll get best advice on such matters over a Pepipoo forums.
