Registering a new address and utilities advice please

I am being gifted some land with stables and a sand school. 
Will I be liable to rates and how do I go about a valuation for this. 
How do I register an address I just spoke to my local council and they said the post office might not accept the new address if it is not a business.  Don't I need an address for water and electric to be laid on for bills and reference numbers. 
Any help would be appreciated.
Should I go to a solicitor or a land agent about this.

    Simple answer is no.  I got the electricity and water connected to my new build without registering the address with the council.  I objected to paying their fee to do so.

    Everybody just accepted the name I chose for the house and it even appears on all the OS maps and Land registry map.

    The ONLY effect of not registering it with the council is my address is not on the Postcode Address File but post arrives here without problem.

    It is on the only database that matters and appears here with it's Unique Property Reference. UPRN search, address & postcode finder - FindMyAddress

    Yes, the council will be very proactive when it comes to issuing bills. I think ProDave's point was that he didn't pay the councils extra fee to register to save money but would still have promptly received a rates bill.

    The council have no problem at all sending me a council tax bill to the house address and now it is complete it has been assessed to put it into the proper council tax band.  Likewise electoral register etc have just accepted the house address.

    I am not going to try and register the address now, if I did the system is probably so stupid it would tell me I can't use that house name as it is already in use.
