Division wall

Our neighbours own an old division brick wall that is now collapsing in our garden and they want to replace it by a wooden fence.

On our side we have an old flowerbed (about 4 meters long and one meter high) with one of the sides leaning over the brick wall and somehow holding part of it ( the other three sides are wooden sleepers)

Our neighbour has told us that installing a wooden fence with our flowerbed leaning against will rotten the wood quickly and they have asked us to bear the costs of putting sleepers on their side of the fence covering our flowerbed which will protect the fence.

Should I cover these costs?

If they use concrete posts and gravel boards, the fence will last a lifetime - Timber posts & gravel boards are OK for a cheap fence that is not expected to last more than 10 years. But with the cost of timber rocketing as much as it has done over the last year or so, concrete posts & gravel boards may well be cheaper..
You shouldn't have a raised flower bed up against a wall, but I don't think you need to go to the expense of putting in sleepers - Some posts & concrete gravel boards will do the job just as well.
Any language construct that forces such insanity in this case should be abandoned without regrets. –
