Reclaiming charges question

in Credit cards
Hi all,
I wrote to Nat West in October requesting a list of credit card charges I'd paid in the past six years, using the template letter. They replied promptly, but rather than tell me how much I had paid they offered me around 120 quid, and said that I should consider this their final response. I phoned up their charges department and someone helpfully printed off my list of charges - around 300 in total.
The letter said that if I wanted to accept the offer of 120 I'd have to do so within four weeks. After three weeks I still hadn't decided, and then unfortunately my father-in-law died, so we had to go away and I didn't give it any further thought. By the time we returned the four weeks had elapsed, so the offer no longer stands.
So, I haven't actually written to them asking for the full amount to be refunded. My question is, should I write to Nat West again, requesting the full amount to be returned even though they have said that their letter was their 'final response' (when all I did was ask how much I'd been charged) or should I go straight to the ombudsman? Do banks really mean it when they say 'consider this our final response', or are they a bit flexible?
Thanks for any help,

Well at the moment you wont get very fair if you didnt respond to the offer within the dealine as some of the banks, natwest which is part of the RBOS is currentnly awaiting the outcome of the test case that is going to the High Court hopefully in Jan next yet, and also the ombudsman is also awaiting the result of the test case, this does not stop you climaing but what they are doing is just sending out a letter to confirm they have the clain and then waiting for the test case result, hope this helps0

#3 The current Test Case relates to Overdraft Charges, it has no impact on Credit Card charges above, even though many banks are trying to fob you off with the same incorrect information. The issue with Credit card charges is in effect at the moment settled folloing the OFT's report where they specified £12 to be a fair level.0
