Why can my wife not register as self employed online

My wife is a photographer and started making an income professionally last year so needs to register as self employed to file self assessment online. About a month ago we registered her a personal tax account online and then the HMRC website said she had to register for a 'Business Tax' account for Self Assessment and Class 2 NI. We followed the registration process and answered questions about her ID which was successful. During the process the website asked if she had a UTR which she does not as this is a new SA registration. No UTR or anything else has been received online or by post since.
We have just repeated the 'Business account' registration again online and it just says she has been successfully identified, gives us another gateway ID as if we have never tried to register before and then drops us back into her 'Personal' account where there is no option to look at SA info or see a UTR.
Are we missing something or does she need endure hours on the phone to HMRC to register by phone (no doubt to be told she has to do it online)?

When I registered as self-employed I had to do it be telephone. I called at an unusual time and the whole process took less than a minute.
